Obedience is an excellent mercenary weapon that is almost immediately available upon entering Hell. Hel, Ko and Fal runes are all relatively common drops from Hell Countess. It has significantly higher damage output and survivability compared to Insight which is the other low-budget option. 

Obedience is a great choice for caster classes that have trouble dealing with immune monsters. The 40% Crushing Blow is great against bosses and the built in resistances are usually enough to keep your mercenary maxed in Hell. 

Assuming a low to mid-range budget that does not include the use of High Runes (Treachery and no Cham rune in Helm), the ideal base for Obedience would be a Cryptic Axe. However, Great Poleaxe becomes better if Andariel’s Visage or a strong 2-socket helm is available.
